Comprehensive Strategy for Ukraine's Economic Recovery: Interaction between Gas Distribution, Logistics Processes, and National Security

The purpose of the study is to develop a concept for an integrated energy logistics cluster in Ukraine as a structural element of post-war economic recovery, ensuring the interconnected functioning of the gas distribution sector, transport infrastructure, and national security system.
To achieve this goal, modern international approaches to the restoration of critical infrastructure (World Bank, IEA, European Investment Bank, ENTSOG, CSIS, Clingendael Institute) were analyzed and a comparative analysis of the practices of integrating energy and transport systems in the EU and Baltic countries was carried out. An analysis of the main indicators of the gas distribution infrastructure of Ukraine for the period 2018-2025 was conducted, losses and volumes of restoration of the domestic transport infrastructure by different modes of transport were assessed during the period of a full-scale invasion. A comparative analysis of the investment needs of the gas and logistics sectors of Ukraine as of 2025 was reflected.
On this basis, key factors influencing the efficiency of the restoration of gas distribution networks, the digitalization of logistics processes and the stability of economic systems in conditions of constant risks and uncertainty were identified. The concept of an integrated energy logistics cluster of Ukraine is proposed, based on a fundamentally new political, economic and security context - in the context of Ukraine's aspiration for integration with the European structures of ENTSOG, TEN-T and the pan-European energy market. The results obtained show that the gas distribution system is not only a technological component of the energy sector, but also a basic element of the country's economic security. Its modernization, combined with the development of transport corridors, is shaping a new economic geography for Ukraine — one that is networked, decentralized, and integrated into European space. The proposed model of an integrated cluster provides a synergistic effect, where energy investments simultaneously stimulate the development of transport logistics, and the reconstruction of roads and ports increases the stability of energy supplies.
