Sustainable Development of Communities: Strategic Management under Conditions of Decentralization and Public Law

Abstract

The article examines the impacts of the decentralization reform on the effectiveness of managerial decisions, the integration of local strategies with regional and national documents, as well as the role of public governance in ensuring transparency, coordination, and the effectiveness of sustainable development strategy implementation. The aim of the study is to provide a comprehensive analysis of the theoretical and practical foundations of strategic management for the sustainable development of territorial communities in the context of decentralized public administration and through the lens of public law. Special attention is paid to the role of legal mechanisms in the formation, implementation, and support of sustainable development strategies, as well as to the influence of decentralization reform on the distribution of powers and responsibilities between state authorities and local self-government bodies. The study is particularly relevant in light of current challenges faced by Ukrainian communities during post-war recovery, as well as the need to ensure economic resilience, social cohesion, and environmental security.

The study applies a comprehensive methodological approach, combining the analysis of national and international legislation, the review of scientific publications and practical case studies, the systematization of legal acts, and the use of logical and comparative methods. Particular attention is given to multi-level strategic planning, the institutional capacity of local self-government bodies, public governance, and the application of international standards of sustainable development. The research explores the interconnection between legal frameworks, decentralization, and the effectiveness of strategic management at the community level, allowing for the assessment of the influence of legal and organizational mechanisms on achieving sustainable development.

The findings indicate that the sustainable development of communities is achieved through the synergy of strategic planning, institutional capacity, and public-law support. The scientific value of the study lies in enhancing the understanding of the interrelation between sustainable development, strategic management, and public law. Its practical significance consists in providing recommendations for improving the legal and managerial support for the development of territorial communities. The results can be used by local governments, public institutions, and researchers to increase management efficiency, integrate international sustainable development standards, and plan post-war recovery for Ukrainian communities.
