Abstract

The article defines the purpose, which consists in a comprehensive analysis of the institutional and legal aspects of integrating enterprise security into the national security system of Ukraine and in identifying the main problems and directions for their improvement. It is substantiated that enterprise security is a key factor in the stability of the national economy, the economic sovereignty of the state, and the functioning of critical infrastructure. It is determined that enterprise security acquires strategic importance and is considered an essential element of the state security policy.

The paper reveals the essence of enterprise security and its relationship with the national security system, and also examines the institutional mechanisms for ensuring it. The role of state authorities, local self-government bodies, and public-private partnership as key instruments for integrating business into the national security system is characterized. Particular attention is paid to the analysis of legal regulation in this area, including constitutional provisions, special legislation, by-laws, and strategic documents that define the principles of interaction between the state and enterprises in the field of threat prevention, risk management, and information exchange.

The study establishes that the integration of enterprise security into the national security system of Ukraine is an objectively necessary process that becomes especially relevant under conditions of military, informational, and financial-economic threats. It is determined that the effectiveness of such integration largely depends on the consistency of the regulatory framework, the clear distribution of powers among state institutions, and the development of mechanisms for cooperation between the state and business entities in the field of security risk management. Prospects for further research are related to the development of a comprehensive model of institutional and legal interaction between the state and enterprises, as well as to the study of the possibilities of implementing European and Euro-Atlantic standards in the national security system of Ukraine.
