Abstract

The purpose of the article is to investigate the role of operations management in optimizing enterprise personnel management processes and to determine its impact on improving the efficiency of human resource utilization in modern business conditions. The relevance of the topic is driven by the need to ensure a high level of labor productivity, adapt enterprises to the digital transformation of the economy, intensify competition in the labor market, and effectively utilize human capital as a strategic resource for organizational development. Under current conditions, operations management extends beyond the management of production processes and becomes an important tool for coordinating personnel activities, forming effective business processes, and ensuring sustainable enterprise development.

The study applies systemic, process-oriented, functional, and analytical approaches to examine the relationship between operations management and the personnel management system. It is substantiated that the effectiveness of HR activities largely depends on the quality of operational process planning, rational work organization, the use of modern motivation tools, and digital management technologies. The impact of operations management on the main functions of personnel management is investigated, including workforce planning, work organization, performance evaluation, employee professional development, and monitoring of labor functions. Particular attention is paid to the application of Lean Management, Kaizen, quality management, HR process digitalization, and HR analytics as tools for improving the efficiency of human resource management.

The research findings indicate that the integration of operations management and personnel management systems contributes to increased labor productivity, reduction of non-productive time losses, improvement in the quality of managerial decision-making, and enhancement of enterprise competitiveness. The practical significance of the study lies in the possibility of applying the proposed approaches to improve personnel policies and increase the effectiveness of human capital management. Prospects for further research are associated with the development of digital operations management tools and their integration with HR analytics systems.
