Remote Recruitment under Conditions of Hybrid Employment and Crisis Challenges

Abstract

The formation and retention of competent personnel constitute a critically important factor in organizational development; however, traditional recruitment methods are gradually losing their effectiveness under the conditions of digital transformation, hybrid employment models, and contemporary crisis challenges. Remote recruitment has gained particular relevance as a consequence of the military actions in Ukraine, which have led to workforce relocation, a shortage of qualified specialists, and increased requirements for the security of personnel management processes. As a result, remote recruitment has evolved into a strategic anti-crisis instrument for ensuring business continuity. At the same time, existing scientific studies do not provide a comprehensive assessment of the effectiveness of remote recruitment models under conditions of macroeconomic instability and heightened personnel and information security requirements, which indicates the existence of a relevant research gap.

The purpose of this study is to conduct a comprehensive analysis of the opportunities and challenges of remote recruitment using the case of DOPOMOGA UKRAINE recruitment agency and to develop adapted approaches and practical recommendations. The research methodology is based on a multidimensional approach employing integrated SWOT analysis and the TOWS managerial matrix for strategic planning. The empirical basis of the study is the operational activity of DOPOMOGA UKRAINE recruitment agency, where the recruitment cycle is fully regulated within a remote working format. The study examines a comprehensive candidate sourcing system that includes direct search, headhunting, social recruitment, and referral recruitment, as well as a multi-criteria evaluation system adapted to online interaction. The assessment system encompasses structured, behavioral, situational, and projective online interviews, remote professional skills testing, and reference verification.

The findings confirm that remote recruitment represents a key operational competency, provided that personnel and information security are adequately ensured. Its advantages, including cost optimization and the expansion of the geographical scope of candidate search, outweigh existing technical limitations. The scientific value of the study lies in the systematization of efficiency factors and the development of a universal TOWS managerial matrix. The practical significance is reflected in the possibility of implementing a proactive gender-neutral recruitment strategy and compensatory training mechanisms. Future research directions include investigating the impact of remote recruitment on workforce diversification, assessing cybersecurity risks, and developing methodologies for effective and secure remote communication.
