Peculiarities of Managing Defence Industry Enterprises under Wartime Conditions

Abstract

The purpose of this paper is to examine the characteristics of managing enterprises in Ukraine’s defence-industrial complex during wartime and to establish the conceptual foundations for ensuring their sustainable, innovative, and competitive operation. The relevance of the study is determined by the strategic role of the defence-industrial complex in strengthening the state’s defence capabilities, ensuring economic stability, and creating the prerequisites for Ukraine’s post-war recovery. Particular attention is paid to the impact of security challenges, the development of international cooperation, and new partnership formats, particularly within the framework of the Drone Deal initiative.

Methods of analysis and synthesis of scientific sources, a systematic approach, logical modelling, and conceptual design were employed in the study. The current state of development of Ukraine’s defence-industrial complex was analysed, and the main problems affecting its operation were identified. It was established that the growth of the industry’s production capabilities is accompanied by personnel, investment, technological, and military challenges. Based on the results obtained, a conceptual model for managing enterprises in the defence-industrial complex was developed.

It was found that effective management of defence-industrial complex enterprises requires the implementation of adaptive management approaches aimed at ensuring production continuity, rapid response to changes in the external environment, and the development of innovative potential. The feasibility of applying government regulation, defence planning, management digitalization, financial support mechanisms, project management, and public-private partnerships as key instruments for improving the operational efficiency of defence-industrial complex enterprises was substantiated. The development of methodological tools for assessing management effectiveness and risk-oriented management models under military threats is considered a promising direction for further research.
